Peter said it seems they are forcing a municipal sewer system, they have <br /> some political agenda. <br /> Greg Taylor thinks you should assume they mean no net increase above the <br /> impact of single family residences on title V, which is how the land would <br /> otherwise be developed. <br /> Paul spoke with Mike Holland from SMMA about the traffic study. It <br /> requires $750 , 000 worth of improvements ! The traffic study does not state <br /> when they have to be made. The report talks about a lot of issues but it <br /> did not answer a lot of questions. It did suggest sources of funding for <br /> the improvements. <br /> Greg said they are familiar with all those sources. <br /> He said these are intersections that could be impacted by the school but <br /> the apportionment is a percentage of this project's impact. The Stop and <br /> Shop project improvements included the intersection of Old Barnstable Rd <br /> and 151 also. <br /> Mr. Lawlor said he has a list of comments on the traffic study draft. The <br /> most important part of the report is the analysis of these intersections <br /> for a 10 year time frame with and without the school . It clearly states <br /> this intersection is a problem without the school . That will be the <br /> argument he makes with MEPA and the Commission. The problem is not solely <br /> caused by the school . <br /> He said the EIR will clearly state these intersections do not meet the <br /> level of service without the school . <br /> However , Old Barnstable Rd . between 151 and the school entrance is a more <br /> difficult argument. The study recommends widening of Old Barnstable Road <br /> in that location. Where does the Committee stand on that? <br /> Paul said that is an intersection the project is creating and in fairness <br /> we should fix it. He agrees there are some improvements necessary there. <br /> Merry Sue asked how much fixing is required? Can we use the land we will <br /> own and widen the road? <br /> Greg said widening is required and maybe a left turn lane . It can be done <br /> with Town owned land. <br /> Tom Wren said the report is saying those are inseparable junctions. They <br /> have to separate the set. <br /> Mr. Lawlor agreed, the most important thing is to separate them. <br /> Peter asked what if they require us to improve the entire intersection , at <br /> a cost of $450, 000? <br /> Paul said this Committee , Selectmen , DPW and Finance Committee will have to <br /> sit down and devise a solution . <br /> Peter said at this point, the project cannot afford the $125 ,000 budgeted <br /> for that intersection improvements. It has to be made clear to the Town , <br /> if they want a light there, this project cannot pay for it. <br /> Paul said the day MEPA gives the OK to the EIR is when construction can <br /> start. Construction is scheduled to start in March . Originally MEPA <br /> thought that would be really close . Now what? <br /> Mr. Lawlor sees approval coming 2 weeks later than that but it will be an <br /> infinitely easier process with the Commission . <br /> The Committee would like an idea of the cost of improvements at the school <br /> 5 <br />
