Elias spoke with DEP who said their revised flows for elementary and middle <br /> schools were reduced but remain at 20 gallons per day per student for high <br /> schools . He then did some research and got the actual flows from Sandwich <br /> High School , which has a treatment plant , a swimming pool and is used as a <br /> community center . <br /> 1993- actual flows were 6 . 1 gal per person ( students and staff ) <br /> 1994- 6 . 21 gallons per person <br /> With full enrollment for Mashpee High School , using 6 . 5 gal per day per <br /> person = 8 , 645 gal per day , not 26 , 000 per day that is being used for <br /> design of the plant . <br /> A plant with less than 500 of capacity flow will not operate . <br /> Under current title V regulations , less than 15 , 000 gal per day does not <br /> require a treatment plant. <br /> Perhaps downsizing the plant to 14, 000 gallons would be an option . <br /> Flows from the Coombs school - 680 students x 15 gallons per day = 10 , 2000 <br /> per day . The actual flows are 4. 17 gal per day per student - 1 /3 of <br /> estimated . <br /> Elias suggested the Committee downsize the plant or appeal to the State to <br /> allow a Title V system. The appeal should come from the town , not the <br /> architects or engineers . <br /> Greg Taylor had an off the record conversation with DEP . Greg ' s opinion is <br /> the town should indicate the uniqueness of this facility - a new high <br /> school with many new water conservation aids . This facility will use less <br /> water than most other high schools . He would encourage the town to make an <br /> attempt at an appeal . <br /> We need to benefit from the Sandwich peril (elementary schools ) . There is <br /> a Claus.. that says "unless you can show otherwise" . <br /> Peter asked Elias , if the State does not require the treatment plant, will <br /> the Board of Health mandate it? <br /> Elias said the Board of Health would prefer to see a treatment plant but if <br /> it is not required by the State they will not stand in the way . <br /> Dr. DeMoura noted the operational contract for the Sandwich treatment plant <br /> is about $40 , 000 per year. <br /> Peter asked if people will oppose this route because this treatment is not <br /> as good as a plant? <br /> Greg said if this land had been put to its residential use , you could show <br /> what would have been generated from it ' s single family residential use . The <br /> school will be less than the residential use . <br /> ** Paul made a motion to request the Selectmen seek a waiver from the <br /> State to allow for a Title V system, as opposed to sewage treatment <br /> plant at the high school . Merry Sue seconded the motion .
