Merry Sue said she has reviewed the interior plans for the
administration/library and she is more comfortable with those spaces . It
has changed a lot from last week .
Dan told the committee to keep in mind that landscaping will also help keep
the scale down .
SMMA will explore more provocative drawings and or different approaches to
the materials and roofs .
Dan presented the land acquisition drawing and the changes made since last
meeting , confirming what was discussed .
The bold black line represented the acquisition area. The line runs 50
feet south of the track , 75 feet south of the tennis courts and 75 feet
south of the football field .
He presented a plan showing the land near the Quashnet river that is within
some conservation jurisdiction . There is a potential by the owner for
exchange for development rights . That is for the Committee to take to the
table during negotiations.
He has given a set of these plans to the Town Planner and he is sending
them to the appraiser .
The Committee agreed this plan represents what they asked for .
Steve suggested Dan also give copies to the Executive Secretary .
PROJECT MANAGER
Ian explained SMMA received a request from the Division of Fisheries and
Wildlife to do a survey for the water willow plant, which is the only food
source of the water willow borer, a threatened species.
They received an estimate of $800 . 00 to do the survey and flag the position
of the plants .
The State senses they are somewhere on the site .
What if some are found on site?
Bob said they will report that in the ENF and it will then be decided if
remedial action should be taken .
Dick Foster said they are usually found in wetlands and he thinks they will
be just south of the school site.
** Paul made a motion to authorize SMMA to spend $800 . 00 (plus 10%
markup ) to do a survey for the water willow plant to come from
reimbursables . Merry Sue seconded the motion . All members were in
favor . **
A preliminary archeological survey has been completed of the site but the
MA Historic Commission is recommending that a more intensive survey be
completed . SMMA received a proposal for $11 , 762 . 00 .
Bob Fournier explained the MA Historical Commission contacted DRA during
the site selection and said they have reason to believe there may be
archeological findings on the site and it would have to be investigated .
They will do extensive digging on site and report their findings .
Paul said if they don ' t do the survey and then find something during
excavation , they will have to stop the project.
8
