we would do better than a conventional septic plan, but we need <br /> to give the Selectmen the choice between money costs and <br /> environmental costs . Steve felt that greater consideration <br /> should be given to the maintenance costs with an alternate <br /> system. A motion was made, seconded, and unanimously in favor <br /> of a meeting with DEP to discuss the option of an alternate <br /> system and also have Bob Whritenour investigate the bid <br /> procedure. Mark Pare asked to be notified of this meeting date <br /> and recommended having George Crombie (Director of SE Regional <br /> DEP) at the meeting. Peter recommended having Rep. Cahir ' s <br /> office set up this meeting. Ian Aitchison and Steve will meet <br /> with the Board of Health first before meeting with DEP. The <br /> backhoe is scheduled to go on the site for tests on September <br /> 2nd, and a letter will be sent confirming same. A water willow <br /> has to be protected. <br /> Ian gave his report as project manager on the status of the <br /> Value Management Proposals . He stated that the schedule has <br /> been tight and is getting tighter. He expressed the need to <br /> address issues promptly , make decision and compromises, and <br /> move along without delay in order to keep the budget in line. <br /> Joe Polito had several questions on the following: HVAC package <br /> (dehumidification vs . air-conditioning) , plumbing, walls , glass , <br /> roof, operating costs for each, etc . Peter stated that Paul <br /> Griffin is upset with the project, that Chartwell should go <br /> back to work on its overview. Chartwell was not hired to be <br /> a cost estimator but rather we need alternatives, options , and <br /> operational projections ( long term cost issues ) . Peter further <br /> stated that we are looking not only for places to cut but new <br /> options on the table . Ian responded stating that they are not <br /> design engineers . Bob Fournier stated regarding value <br />;,;O,�,-;, engineering, they made «emirs and the Committee has accepted <br /> ''some of them (i .e. reduce canopy and save $32 , 000 ) . Tom Wren <br /> stated that a savings of $3 million in notes from the architect <br /> and Chartwell have been made and are included in the official <br /> Minutes in August. Tom further stated that projections 50 years <br /> out are difficult to do. Peter asked for annual estimates on <br /> fuel. Steve stated that duel fuel and lighting were important <br /> issues at the time of hiring the firms. -Bob--sta-ted—t-hat--the /_(� <br /> cost .of_doing ..a.._lighting...estimate was:-very:-high and so rt "was <br /> shifted--,elsewhere. Peter emphasized the importance of seeing <br /> the long term costs . Ian stated he was not aware he had to <br /> do the designer/engineer work. Steve stated that the Committee <br /> expected energy, maintainance cost projections, ( i.e. oil vs. <br /> gas ) so they could make intelligent decisions . Ian stated he <br /> is willing to do more work but that we need to reach acceptance. <br /> Steve stated we need to put this in layman' s terms. <br /> A review of the Value Management Proposals ensued and decisions <br /> were made by the Committee on the following: (where noted <br /> "Decision Required" ) <br /> -2- <br />
