Land for Performing Arts Center : Dan does not know if this is the burden <br /> of the Committee . Produce a plan that defines the Town land that will be <br /> made available to the performing arts center . <br /> Peter said in a few more weeks , things will be more clear re : land <br /> acquisition . <br /> 6 . Schedule : Design Development is expected to be completed by the end of <br /> September, 1 month is required for estimating and value engineering . <br /> Contract document phase should begin 10/31 ar.d will need 14 weeks . That <br /> brings it to first week or February , 1995 . Bid period is 6 weeks , award <br /> will take 4 weeks ( hopefully town can do it faster) and construction can <br /> begin April 20th . <br /> Paul asked if one month is need for value engineering and estimating? <br /> Bob said thev need 2 weeks , but based on experience , the Committee needs <br /> time to make decisions . He is not comfortable putting pressure on the <br /> Committee . <br /> Peter asked about going out to bid early for the foundation? <br /> Paul said it is too early tc make that call . <br /> Bob said it is difficult to do with public bidding laws . Many problems <br /> arise and it often ends up in litigation . <br /> Paul said however , that is a scenario that has to be evaluated along with <br /> the risks of the other contingencies . What is the least risk to all of us . <br /> April 20 leaves 16 months until opening day , construction and outfitted . <br /> Peter asked the probability of opening Jan . 1997? <br /> Bob said that is very doable but they shouldn ' t give upon Sept . 1996 yet . <br /> Paul suggested , to move the value engineering along , some issues the <br /> Committee may decide to take a risk on and instruct the architects to go <br /> ahead with design . SMMA can evaluate for the Committee which items are to <br /> their advantage to do that way and what is the risk involved . <br /> 7 . SGSB : they have approved the site . <br /> ll . Traffic Study : SMMA has received two proposal $5 , 000 and $8 , 000 . They <br /> recommend Vanasse Hangen Brustlin ( VHB) for $5 , 000 . <br /> * Paul made a motion authorizing SMMA to contract with VHB to <br /> complete a traffic study as per their proposal of $5 , 000 to be <br /> taken from reimbursable .
