construction, 1 month to move in, 2 months for final completion (punchlist
etc. ) = Jan 1 , 1997 final completion and student move in.
Construction can be tightened to 16 months but that is late August and
leaves not time to move in, unless you delay the opening for about a month.
Even by cutting construction by 2 months , it is still 2 months short.
Paul said the options have to be weighed vs the impact of delaying the
opening of the school . We will pay the cost of inflation, this is not
going to be free. The bulk of expense comes a the end of the project - $10-
12 million x 3% inflation = additional cost of $300-400,000.
Peter asked if the slab can be started early?
Bob does not recommend it in public work, it can create a lot of problems
and litigation.
Paul agreed but opening on Jan 1 , 1997 creates problems also.
Steve does not want to split contractors.
Peter asked how the schedule went form losing 1 month on design phase, to
loosing 4 months on opening date?
Bob said previously they showed construction as 16 months but after
receiving comments from Beacon, they recommended 18 months. Bob thinks it
can be done in 16 months but there is no margin for error.
They extended bidding from 4 to 6 weeks and award from 2 to 4 weeks.
Peter said, when SMMA was hired, they said they could get the school open
for Sept 1996 if the Committee made quick decisions, the Committee has
worked hard to stay on track.
Ian does not think Sept. 1996 has to be abandoned yet, but it would be
prudent to have a back up plan.
Paul said this is a problem for the whole town , because the taxpayers will
get stuck with the bill .
Peter said there is a lot that can be done to make to work.
Janice said the School Committee is deferring making a decision on this
until the spring.
Paul will meet with Ian and SMMA to discuss all options regarding schedule.
S. SubCommittees -
Furniture- Bob met with another consultant today and asked they submit a
proposal and expects to have it next week.
Paul said he met with Manny Tavares, furniture consultant. Mr. Tavares
explained there are 2 groups of furniture groups 2 and 3. The majority of
his hours are spent in group 3. (Merry Sue noted that is the area where
they need help) . His original proposal was based on group 2 and 3 . He
estimated, for Paul , his cost to do the job would be $150,000 . He said of
that, roughly $25-40 , 000 is group 2 . He would need about $125,000 to do
just the group 3 because of the technical aspect. There is a tremendous
amount of integration of furniture and equipment and making sure everything
is on the contract drawings correctly. Tavares has worked with all the
major architects.
Merry Sue said it would still be beneficial to go to a conference, like the
one in New Orleans, to see first hand the equipment choices.
Steve noted when they did the middle school , this was the nastiest piece of
the job.
Bob will ask Mr. Tavares to review his proposal , taking into account the
6
