Lincoln DeMoura
** Paul made a motion to go into Executive Session to
discuss pending contract negotiations . Merry Sue
seconded the motion. Peter- yes , Steve- yes , Janice-
yes , Joe- yes , Bill-yes , Paul- yes , Merry Sue-yes .
Paul explained to the Committee that SMMA is asking for
consideration for additional services . They had already
approached him with this and he told them he wanted it well
thought out by them before bringing it to the Committee . SMM:
has worked on developing the information and there is enough
substance for the Committee to have a discussion about it .
Ed Frenette said SMMA has provided more services then what is
reasonable to expect .when they first proposed this project . He
did an analysis of where they stood at the end of each phase :
- Schematic Design, at the end they were about 100 hours over .
- Design development is was up to 1 , 200 over.
- Bidding , Construction Administration: this phase they have the
most control over and are right on budget .
- Contract Documents , 2 , 300 hours over for a total of 3 , 700 hours
over . That .represents 32 in hours and 37% in dollars .
They put more senior people on this project then originally-
scheduled.
These figures represent 2 people for 1 entire year who are not,
compensated for.
He presented a chart showing the areas of expansion of scope :
- Committee meetings .
-Cape Cod Commission : in their proposal it is stipulated they
could not account for CCC review.
- Agency Approval : all have taken a minimum of twice as long. as
any other high school they are working on.
- Value Engineering : original proposal allowed 5 days , it took 6
weeks with 3 months of follow up.
- Design Studies
- Changes After Approval : is the most expensive area because the
entire team was working on it .
l .Committee Meeting's : Ed explained their agreement is for 21
meetings , 1 every 2 weeks . They actually attended 40 meetings -
19 additional . The minutes show they dealt with the same issues
1
