Paul has talked with Mr. Barthelmes about prevailing wage . He
has created a form, asking employees to sign off . He has a good
handle on it now.
The shop submittal schedule need's to be re-submitted .
** Paul made a motion to forward to the Selectmen for
payment Stone ' s second payment requisition for $488 , 747 .
Merry Sue seconded the motion. All members were in
favor 6-0 .
OVERTIME HOURS BY CLERK OF THE WORKS
Tom said Chartwell would like a "float" of money to be used for
all overtime for the clerk. All overtime would be separately
shown on the invoices and they would have to show good cause .
Paul said he doesn' t want to work on a float system. Janice said
a municipality cannot do that .
Paul said he wants to be sure they keep a tight rein on this
issue so it does not cet .out of hand . In Stone ' s contract it
says they have to pay all costs to the town for overtime ; it is
not clearly stated clerk of the works . He will ask Town Counsel
and he asked Joel and Stone to research that .
Tom said each month they will submit a detailed list of overtime
and who created it .
Pau]. said Jim has been reasonable , if there is no risk in the
situation ( overtime ) he does not work. However, the Committee
has a responsibility to the taxpayers and overtime could become a
big burden.
Merry Sue thinks Stone needs to except some of the
responsibility.
Tom said by "float" he meant that by the time the invoices are
presented , .the work will already have been done ;
Paul suggested adding a Clerk of the Works Report to every
agenda. He can prepare his reports- up to the Friday before the
meeting .
Jim asked if the Committee felt comfortable with his assessment
of overtime to date?
Paul said he did . The issue is , if the Committee gets billed a
few months later for overtime , they won' t know what it is for .
Jim said he is keeping a report of all overtime and the reason
for it. he doesn' t feel the need to be there every moment .
Paul said this is not an issue with Jim, it is determining a
process . He doesn' t want the costs to get out of control .
Tom will submit the hourly overtime rates to Paul and Town
Counsel , in advance of next Mondays Selectmen' s meeting .
( Jim Byrne left the meeting )
STATUS OF CHANGE ORDERS
Change order #1 includes :
A. Security Systems for trailers for $1 , 028 .
B . Thickening of slab between 2 gyms $1 , 556 .
4
