Jim Brang from Yarmouth , seems well organized , he sent copies of his daily
logs from a previous job. He package was well prepared .
Ian feels the two candidates have equal strengths and weaknesses. The
other candidate lives in Mashpee.
Paul said if the Committee decided to go with this option , they can bring
the Clerk on as soon as they agree.
Merry Sue asked if the architects make site visits?
Paul said they do. They have to certify the job is built per spec but you
don ' t see them very much .
Ian said the person from Mashpee does not have a job at this time and the
other is finished in June and been approached by Eastham. The Committee
cannot wait too long if they want to hire one of them.
The Committee discussed Chartwell 's services for the construction phase .
Merry Sue said there is no doubt they are needed , this Committee is
volunteers, not professionals in this area.
Janice said Chartwell has worked very well with the Architect, and she
would like to compliment Chartwell on that . They have a good rapour and
would hate to break that.
The Committee discussed the proposed fees . Ian and Tom Wren left the room.
Paul has had numerous discussions with Ian on this. Ian ' s original request
was for $381 ,000 . Paul then discussed the scope of work with him (at least
12 conversations ) and Paul drew up a chart, listing categories of work and
estimated time spent on each .
Chartwell ' s latest fee proposal , for their fees is $169 , 000 and still
$120 , 000 for Clerk of the Works. Paul said his matrix for clerk of the
works came to exactly $120 ,000 for 18 months .
Paul had them shift a lot of the work to Tom instead of Ian , which is less
expensive.
Joe added that Tom is very well liked in Town Hall .
Paul suggested the Committee set this figure as a high limit.
Janice said she is very satisfied with Chartwell 's work.
Paul will get a better definition of the items included in the fees .
**Paul made a motion to continue negotiations with Chartwell as the
Project Management Company, on behalf of the town and that Chartwell
also employee the Clerk of the Works with a total budget not to
exceed $289 ,000 subject to a more detailed review of the scope of
work, and forward this recommendation to the Selectmen. Janice
seconded the motion. All members were in favor 6-0. **
THE NEXT SCHEDULED MEETING IS TUESDAY, APRIL 4TH AT 4:00 P.M.
Minutes submitted by Arden R . Cadrin
10
