VHB was <br /> supposed to tell us what it would take to get all of that work <br /> designed . Greg Taylor thought it would be cheaper to get it <br /> designed all at one time, then the town could act on it in <br /> phases . Greg said he would talk to VHB about it. <br /> Ed said VHB must have misunderstood the direction .
