Mashpee High School Project Management Ch2Q4Mn9M /ANDREW CHAR-WELL & CO <br /> 2.4 The Clerk of the Works (COW) is employed by ACC and the role of the COW and the <br /> Owner's (Building Committee) Representative/Project Manager are intertwined. <br /> Extracts from ACC's Agreement with the Town in which the twin roles are defined <br /> were provided to SMMA and reviewed in the course of the meeting. ACC confirmed <br /> that, in fulfiling the twin roles, it would not be issuing any directions to the <br /> Contractor on matters affecting his means, methods or techniques of production. <br /> 3.0 Command Structure and Communications. <br /> 3.1 The route for communications concerning the Construction Contract will be between <br /> the Contractor's project manager and SMMA's project architect. To enable ACC to <br /> fulfill its monitoring role and to avoid delays to the Project, the Contractor will be <br /> directed to issue a copy of all communications to ACC at the same time and using <br /> the same medium as a communication is issued to SMMA. SMMA will likewise <br /> provide a copy of its communications with the Contractor to ACC by the same <br /> means. <br /> 3.2 Communications to ACC/COW will be one and the same. Telephone and facsimile <br /> facilities will be shared as will a Project postal address. ACC will advise SMMA of its <br /> postal address as soon as arrangements are made with Mashpee Post Office. <br /> Written communications will be for the attention of Tom Wren. <br /> 3.3 Communications to SMMA will be to the Cambridege office, for the attention of Joel <br /> Seeley. <br /> 3.4 The Contractor is to advise his communications route at the pre-constructon <br /> conference. <br /> 4.0 Delegation of Authority within SMMA and Administrative Procedures <br /> 4.1 Delegated authority rests with Joel Seeley, who will be the point of first contact on <br /> all matters concerning the administration of the Contract and the Contractor. <br /> 4.2 Findings of SMMA's trouble-shooting team will be conveyed through Joel Seeley. <br /> 4.3 Interim payment certificates: see SMMA's response, attached, at 'Pay Requisitions' <br /> and 5.2 below. It was agreed that the Contractor's draft will be jointly reviewed at <br /> site by SMMA and ACC/COW with the aim of obtaining agreement prior to the <br /> issuance of the requisition by the Contractor. Every effort will be made to time the <br /> exercise to coincide with the end-of-the-month interim progress meeting with the <br /> Contractor.
