Introductions. <br /> 2. Respective Roles. Duties and Relationships. <br /> Building Committee - SMMA - Chartwell/Clerk of the Works; coordination. <br /> 3. Command Structure and Communications. <br /> Chain for dissemination of site correspondence, minutes, shop drawings, materials <br /> approvals, interim certificates and other Project communications; copies of the same. <br /> 4. Delegation of Authority within SMMA and Administrative Procedures. <br /> Including an explanation on the operation of SMMA'S trouble-shooting team for <br /> handling queries of the Contractor; use of SMMA's pro formas with examples and <br /> routing sequence for interim payment certificates, change order's, shop drawings and <br /> other submissions requiring approval; field orders; limits on value of change orders , if <br /> any, with respect to delegated authority. <br /> 5. Schedule of Values and Payment Procedure. <br /> The Schedule will require independent but coordinated reviews by SMMA and <br /> Chartwell; a regime needs to be agreed upon as regards interim payment so as to <br /> meet the prescribed time limit as set forth in Article 9 of the Contract Conditions; <br /> guidelines for the operation of Clause 8.2.5 of the Supplementary Conditions (where <br /> any interim payment application is less than 90 percent. of the Schedule). <br /> 6. Construction Schedule and Time Control. <br /> Need for cohesion between the Architect and the Owner's Representative in <br /> monitoring construction progress against Schedule; what is to be required of the <br /> Contractor by way of software, interim submissions and written reports of matters likely <br /> to have an impact on the Critical Path(s); initiation of corrective action. <br /> 7. Site Meetings. <br /> Time (mornings/afternoons); day for, and frequency of, routine meetings; cut-off day for <br /> submissions pertaining to each meeting; minutes preparation and circulation; <br /> Chartwell's independent notes; what is to be expected of the Contractor; visits by <br /> SMMA's consultants and frequency of the same. <br /> 8.
