` r <br /> 4 <br /> September 12, 1995 <br /> Mr. Paul Griffin, Chairman <br /> Mashpee High School Building Committee <br /> Town Hall, <br /> Mashpee, MA 02649 <br /> � o <br /> Dear Mr. Griffin, ANDREW CHARTWELL 8 CO. <br /> RE: Mashpee High School: Contractor's letter August 31, 1995 <br /> We refer to the above-referenced letter provided by the <br /> Contractor in response to your request as issued during the <br /> Building Committee meeting held on August 29, 1995. <br /> In this letter the Contractor maintains that the progress of the <br /> work is on schedule and, regrettably, pointed remarks have been <br /> directed against Andrew Chartwell & Co. and our project manager <br /> Mr. Wren. We shall address each in tum. <br /> Most of the Contractor's letter is taken up with a discourse on <br /> the CPM. Symmes, Maini & McKee and ourselves invested a lot of <br /> time and effort in securing a detailed CPM schedule from the <br /> Contractor. It took the Contractor considerably longer than the <br /> specified thirty day period to produce a satisfactory schedule <br /> properly linked to the Schedule of Values. The process necessitated <br /> our having to provide both written and verbal comment to the <br /> Contractor through SMMA. When the final draft was produced, we <br /> requested and obtained a working session with the Contractor and <br /> SMMA to ensure that the logic and durations were correct. The <br /> Contractor assured us that it was so but, to make sure, we <br /> checked the CPM network precedence diagram to satisfy ourselves <br /> in this respect. <br /> Following the working session, SMMA approved the CPM <br /> Schedule on August 8, 1995 with minor inclusions such as the <br /> Identification of the substantial completion dates. The Schedule as <br /> approved clearly shows the structural steelwork for Segment 1 as <br /> being on the critical path with a commencement date of August 31, <br /> 1995. To date, the Contractor has yet to issue a copy of the <br /> approved Schedule and we have reason to believe that an incorrect <br /> and unapproved version Is In circulation. <br /> We see little to be gainsaid by the Contractor in complaining <br /> that a logistical error exists in the approved CPM Construction <br /> Schedule or that the Schedule does not reflect the original intent. <br /> Upon approval, the CPM Schedule superseded and replaced the Construction Cost Consultants <br /> Preliminary 60-day Schedule.
