Jerry said they are prepared to pay a premium to go to MMR in order to avoid NIMBY <br /> aspect of siting a treatment plant. Whether the citizens of Falmouth agree and will be <br /> willing to pay, they don't know yet. <br /> Jerry said it is unlikely Falmouth could take Mashpee's wastewater, treat it and <br /> discharge it at the FCC site. <br /> Tom asked if they have cost figures for using the MMR site they can share with <br /> Mashpee? <br /> Nate said both projects have the same consultant and are being coordinated closely. <br /> Jeff added that the regionalization portion of the project is still being worked out. S & W <br /> is not focusing efforts on details of costs at this point since no one knows yet if it will be <br /> acceptable at the MMR. After refining scenarios, can then get into the details. <br /> Jerry said they are trying to focus on solving the problem; you get off on tangents if you <br /> worry about costs before solving the problem. <br /> Tom asked if Falmouth has started looking at growth neutral bylaws and regs? <br /> Jerry said they have. It's being overseen by the Board of Health. <br /> Glenn Harrington, Mashpee Health Agent was present. The Board of Health has the <br /> right now to allow escrow account rather than installation of a de-nice system, if the <br /> town is close to having a sewer system. He would rather the systems be in the ground <br /> now.The town must make a fiscal commitment to installing a sewer system, then can <br /> grant an extension. <br /> Jerry assumes Falmouth will not escrow until a wastewater system is in the design phase <br /> -or about 3 years out. <br /> Jerry said the MMR would like the communities to develop an agreement, basically a <br /> goals and principles statement, then a Memorandum of Agreement if they are <br /> interested. Will present that to MMR. <br /> Tom asked what the reaction of Sandwich and Bourne has been. <br /> Gerry said everyone is cautiously optimistic. He would like to schedule a meeting for <br /> mid January. <br /> Tom said Mashpee has a contract with SMaSt for their share of Waquoit Bay but, based <br /> on Nate's presentation, it looks like the work is completed already. <br /> Nate said his numbers are just a best approximation. <br /> CONTRACTS <br />
