i
Article 14 continues
Mr Garland: If I may respond to Mr. Swart, in Section 1 , the key is
unused sick leave to pay to employees pursuant to Collective Bargaining
agreement . We do have agreements at the present time. I am sure you have I
read of the problems that exist for unfunded liabilities -in the State.
What we are trying to do is to get a handle on this so , someday this Town
is not hit with providing a billion dollars for unfunded liabilities.
It is like a Savings bank; you put in 1 dollar and hopefully you will get
2.
Mr Re: What % of the taxes are involved?
hIr Garland: 1 percent in any one year.
Mr Re: Does that mean 1 percent of the 5 million dollars?
Mr Garland: Not to exceed ; 1 percent of the taxes for the previous
year.
Mr Re: What was raised in the previous year?
Mr Garland: Approximately 3.8 million.
Mr Re: 1 percent of 3.8 million; approximately $35,000.00.
s•nf4l.
Moderator: We will vote on Article 14 as moved and seconded. All those in
favor aye; opposed no
Motion is not passed.
it
Moderator read Article 15 i
ARTICLE 15. To see if the Town will vote to accept t
the provisions of Section 53E of Chapter 44 of The Mas- 4!!
sachusetts General Laws as adopted by Chapter 339 of
the Acts of 1981.
Submitted by I
The Board of Selectmen ,j l
Kr Garland: I move Article 15 as printed.
Motion seconded.
Mr Garland: I defer to Joseph Murphy. Mr Murphy: This Article, if 1
accepted., would allow the Town greater accountability for some of i
the receipts for such things as Beach Permits. At this time when you pay
for a Beach permit, that money goes into a RevolvingAccount; -that account
can be expended without the Town Meeting. The intent is to allow
the Town Meeting to have greater control over what would be expended..
There will be an attempt to use Chapter 40 * Section 53E in connection
.with the Recreation Department budget.
The Town would be appropriating the total amount that would be expended,
in this case, then allowing an estimate for the receipts for the next year.
