To see if the Town will vote to amend the Town By-Laws by adding thereto the following: "Article 3.7 Reversion of Specific Appropria- tions to the General Fund Section 3.7.1 Definitions: As used in this Arti- cle, the following words shall have the following" meaning: a l _ I "General Appropriation" — Any appropriation made i by Town Meeting which is not a specific appropriation within the meaning of this Article. "Specific Appropriation" — An appropriation made by the Town Meeting which is described within the ''_:}'" vote making the appropriation as being "specific", „? , and is otherwise a specific appropriation under the law. ` Section 3.7.2 Reversion of General Appropria- tions to the General Fund General appropriations made by the Town Meeting shall continue to revert to the general fund at the close of the fiscal year for which they are made, as provided by law. Section 3.7.3 Reversion of Specific Appro- priations to the General Fund Unless otherwise provided in a vote of the Town Meeting making a specific appropriation, or unless a specific appro- priation has been encumbered by contractural obliga- tions,specific appropriations shall have a normal life E of three(3)years from the commencement of the fiscal year in which it was approved.
