This Article 24 is j <br /> .not anything unique we are trying to get across; it is a model of laws <br /> passed in other Towns in the Commonwealth. This is designed so the Police , ! <br /> officer would have the discretion to make an arrest or issue a citation. <br /> This has been very successful in the state of Maryland. I think it would <br /> be in the best interest of this Town to move on this Article as read. <br /> Shirley Peters: My concern with this Article is that it looks that it <br /> would be intimidating to the youth; the fact there is a citation, there <br /> is no chance for a warning. The citation mi-lat, cause the child to get <br /> upset and he will do something worse. It trea.tens there freedom and <br /> en joyinent of life.
