accomplish said purpose and for expenses incidental and related thereto, the Town vote to raise and appropriate or transfer from available funds for appropriation, a sum of money to the Cotuit Corners Road Account and to raise said appropriation the Treasurer with the approval of the Board of Selectmen be authorized to borrow at one time , or from time to time, a sum of money under and pursuant to Chapter 44, Section 7 or 8 or any other enabling authority and to issue bonds and notes of the Town therefore, and further, to see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to the Cotuit Corners Roadways Account to provide interest and debt issuance expenses . Submitted by Board of Selectmen Explanation: This article authorizes the Selectmen to prepare a layout of the above referenced roads for the purpose of initiating the taking process to convert these to public roads . After laying out the roads, future Town Meeting approval will be sought to take the roads and make improvements funded by betterments. This will alleviate safety hazards in the roadways. Recommendation: Planning Board recommends approval. Motion: Motion the Town vote to authorize and empower the Board of Selectmen to prepare a plan laying out and defining Chatham Lane , Brewster Road, Harwich Road, Dennis Road, Truro Road, Strawberry Avenue, and to accomplish said purpose and for expenses incidental and related thereto, the Town vote to raise and appropriate $5,000 to the Cotuit Corners Road Account . Motion carries by unanimous voice vote 9 :30 p.m. Article 16 : To see if the Town will vote to accept the provisions of Chapter 138 , Section 123 of the Acts of 1991 which adds M.G.L. Chapter 40, Section 22F allowing the Town to set certain fees and charges . Submitted by Treasurer/Tax Collector Explanation: This article authorizes the Town to establish fees for the provision of services, based on the cost of providing services. ` Motion: Motion Article 16 be voted as printed in the warrant. Motion carries by voice vote 9 : 31 p.m. Article 17 : To see if the Town will vote to create the position of Administrative Secretary for the Leisure Services Department under the Personnel Administration Plan, Appendix B. regular, at Grade 3, Step 1 , and for this purpose transfer from available funds $5 ,524. 80 with said funds to be apportioned as follows : Employee Medial Insurance Account , $5,274. 24 Troup Insurance Account , $33 . 36 ; and Medicare Account , $317 .
