Submitted by Leisure Services Director Explanation: This article creates the position of Administrative Secretary for the Leisure Services Department which is necessitated due to the workload in the Department as a result of an expansion of programs and activities and- the coordination of regional human service resources. Motion: Motion to create the position of Administrative Secretary. Motion to raise and appropriate $5,624.60 Motion carries on voice vote 9 : 38 p.m. Article 18 : To see if the Town will vote to create the position of Administrative Clerk for the Conservation Department under the Personnel Administration Plan, Appendix B, regular , non-standard, part time, at Grade 4, Step 1 , $8. 22 per hour, and for this purpose transfer from the Conservation Reserved Receipt Account the sum of $111. 57 to the Medicare Account. Submitted by Conservation Commission Explanation: Because of Town Policy, it will no longer be possible to continue this position on a temporary basis , thus the need to extablish a position on the Personnel Administration Plan. The funds for this position (as in the past ) would be transferred from the Town' s Share of State filing fees (under M.G.L. Chapter 130, Section 40, the Mass. Wetlands Protection Act ) . Applications to the Commission are at an all time high, continuing the trend from 1992 , where applications increased by 43% over the previous year. The Commission would not be able to fulfill its main charge - protection of Mashpee ' s threatened wetland-resources - without this staff support-position. Motion: Motion Article 18 be voted as printed in warrant. Motion to transfer $111 . 57. Motion carries by voice vote 9 :39 p.m. Article 19 : To see if the Town will vote to raise and appropriate a sum of money to a Capital Replacement Account . Submitted by Finance Committee Explanation: The Finance Committee has done an extensive study of the vehicles and equipment the Town owns. We began with the insurance vehicles list , and followed up with Department Heads to determine the life of the vehicle/equipment and the replacement costs . if the Town followed the ` replacement schedule Finance Committee received from the Department Heads , we would have to appropriate over $600 ,000 in FF94 .
