Motion: Motion to raise and appropriate $40 ,400 to a Capital Replacement Account. Motion defeated by voice vote 9 :40 p.m. Article 20 : To see if the Town will vote to instruct its representative in the General Court to file a bill in the legislature, in the form of a Home Rule Petition, to extablish a Town of Mashpee Betterment Reserve Fund. Submitted by Finance Committee Explanation: The purpose of said Fund is to receive betterment payments and appropriate said Fund for payment of the Town' s betterment debt (principal and interest) . Annually, the Town Accountant shall compare the balance in the Betterment Reserve Fund with all outstanding debt payments, less all scheduled betterment receipts. Any excess funds may be available for appropriation by the Town of Mashpee for any lawful purpose. Motion: Motion Article 20 be voted as printed in warrant . Article 21 : To see if the Town will vote to instruct its representative in the General court to file a bill in the legislature, in the form of a Home Rule Petition, to extablish a Town of Mashpee Major Capital Fund. Said fund will be financed by a two percent Town Registration Fee for certain transfers of real estate . Submitted by Finance Committee Explanation: The purpose of said Fund is to acquire conservation and recreation lands , and fund Town of Mashpee major capital projects . Said Fund is to be administered as a Reserve Account by the Town of Mashpee , and equally apportioned between its two stated purposes (acquisition of conservation/recreation lands and major capital projects) , Motion: Motion Article 21 be voted as printed in warrant .
