$255,000 is hereby appropriated by the Town for the purpose of paying for the
<br /> acquisition of said land, and for the payment of all other costs incidental and
<br /> related thereto and that to meet this appropriation, the Town Treasurer, with the
<br /> approval of the Board of Selectmen is hereby authorized to borrow said sum
<br /> under and pursuant to Chapter 44, Section 7 of the Massachusetts General Laws,
<br /> or any other enabling authority, and to issue bonds or notes of the Town therefor;
<br /> (iii) the additional sum of$1,000 is hereby appropriated from Revenue Available
<br /> for Appropriation to the Issuance of Debt Account; (iv) the Board of Selectmen is
<br /> hereby authorized to enter into all contracts and agreements with federal or state
<br /> agencies and other private or public entities or persons in connection with the
<br /> acquisition of the land described herein; (v) the Board of Selectmen is hereby
<br /> authorized to petition the general court for any legislation necessary or convenient
<br /> in connection with the acquisition of the land described in this vote or in
<br /> connection with the financing thereof; and that (vi) the Board of Selectmen is
<br /> hereby authorized to take all actions and execute any and all instruments as may
<br /> be necessary to effectuate the purposes of this vote.

<br /> To see if the Town will authorize the Board of Selectmen to acquire, by purchase
<br /> or otherwise, for active recreation, conservation, passive recreation and / or other
<br /> municipal purposes, all or a portion of a certain parcel of land known as the
<br /> "Belcher" or "Mingo" property, bounded generally by Great Neck Road North,
<br /> Ashers Path, Lowell Road, the Quashnet Valley Country Club, Phinney's Road
<br /> and William Mingo Road, shown on the 1998 Mashpee Assessors' Maps as Map
<br /> 44, Blocks 45, 46 and 58 through 84, Map 51, Block 3 and Map 52, Blocks 40
<br /> through 60, and more particularly described as Parcels 1, 2 and 3 on a plan
<br /> entitled "Topographic Plan of Land in Mashpee, Massachusetts for Belcher
<br /> Realty Trust" dated January 5, 1998, revised January 12, 1998, by Baxter & Nye,
<br /> Inc., a copy of which is on file in the office of the Town Clerk; to raise and
<br /> appropriate, borrow or transfer from available funds $9,410,000 for such purpose
<br /> and for the purpose of constructing a municipal golf course and recreational area
<br /> on said land, including expenses incidental and related thereto, and to raise such
<br /> appropriation, the Treasurer, with the approval of the Selectmen, be authorized to
<br /> borrow $9,410,000 or any other sum under and pursuant to Chapter 44, Sections
<br /> 7, 8(16) and 8C and, if applicable, Chapter 40, section 8C of the General laws, or
<br /> any other enabling authority, and to issue bonds or notes of the Town therefor;
<br /> and further, to see if the Town will vote to raise and appropriate or transfer from
<br /> available funds to authorize the Board of Selectmen and/or other Town boards or
<br /> commissions to apply forandaccept federal and/or state grants for such purpose,
<br /> including reimbursement under Chapter 132A, Section 11 of the General Laws,
<br /> the "Self-Help Act" and / or Chapter 933 of the Acts of 1977, as amended, the
