S <br /> October 6, 1998 Annual Town Meeting <br /> Meeting opens 7.29pm <br /> 178 Voters present <br /> Article 22 <br /> To see if the Town will vote to authorize the Board of Selectmen to approve and <br /> accept the Energy Efficiency Plan as prepared by the Cape Light Compact <br /> pursuant to the requirements of the Massachusetts Restructuring Act, or take any <br /> other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: As defined in the Massachusetts Restructuring Act, prior to the <br /> Cape Light Compact receiving Demand Side Management (DSM) funding from <br /> the state as a municipal aggregator, the compact must prepare an Energy <br /> Efficiency Plan for review and approval for each Town. This article seeks to <br /> authorize the Board of Selectmen to review and adopt a plan on behalf of the <br /> Town. <br /> Motion made by Curtis Frye. <br /> Motion: I move the Town authorize the Board of Selectmen to approve and <br /> accept the Energy Efficiency Plan as prepared by the Cape Light Compact <br /> pursuant to the requirements of the Massachusetts Restructuring Act. <br /> Motion made to reconsider Article 21 at 7:30pm. <br /> Motion to reconsider Article 21 defeated 103 to 37 at 7:33pm. <br /> Motion on Article 22 passes at 7:34pm. <br /> Article 23 <br /> To see if the Town will vote to accept the provisions of Massachusetts General <br /> Laws Chapter 148, Section 26I, or take any other action relating thereto. <br /> Submitted by the Fire Chief <br /> Explanation: This law would require the installation of automatic fire sprinklers <br /> in all new multi-family dwellings with four or more units. Currently the building <br /> code requires automatic fire sprinkler systems in multi-family dwellings of four <br /> or more units but has exceptions for some types of construction practices. This is <br /> for new construction only and is not retroactive. <br />
