t ANMMNDUENT TO ARTICLE 21 TO BE PROPOSED BY THE FRIENDS OF THE <br /> MASHPEE NATIONAL WILDLIFE REFUGE <br /> Proposed Article 21 Amendment Motion <br /> I move that Article 21 be amended by deleting the word "to" following <br /> the phrase "on file in the office of the Town Clerk;" and insert instead <br /> the following: "to raise and appropriate, borrow or transfer from <br /> available funds $2,700,000 for such purpose, including expenses <br /> incidental and related thereto, and to raise such appropriation, the <br /> Treasurer, with the approval of the Selectmen, be authorized to <br /> borrow $2,700,000 or any other sum under and pursuant to Chapter <br /> 44 Sections 7, 8(16) and 8C and, if applicable, Chapter 40, Section 8C <br /> of the General Laws, or any other enabling authority, and to issue <br /> bonds or notes of the flown therefor, provided that this appropriation <br /> and borrowing authorization shall be contingent upon the passage in <br /> Mashpee of the November, 1998 ballot question regarding Chapter <br /> 293 of the Acts of 1998 "An Act Relative to the Establishment of the <br /> Cape Cod Open Space Land Acquisition Program" (the "Land Bank") <br /> or of a referendum question excluding the payments of principal and <br /> interest on bonds or notes issued hereunder from the provisions of <br /> Proposition 2'/s, so called; and further, should neither the above- <br /> mentioned ballot question or referendum question be approved, to <br /> instead". <br /> } <br /> 13 <br /> 1 �3 <br /> j, <br /> s <br />
