<br /> To see if. the Town will authorize the. Board of Selectmen to acquire.,. by purchase or
<br /> otherwise, for active recreation, conservation, passive recreation and / or other
<br /> municipal purposes, all or a portion of a certain parcel of land known as the"Belcher" or
<br /> "Mingo" property,. bounded generally by Great Neck Road North, Ashers Path, Lowell
<br /> Road.,. the Quashnet Valley Country Club, Phinney's.Road. and. William. Mingo .Road?
<br /> shown on the 1998 Mashpee Assessors' Maps as Map 44, Blocks 45, 46 and 58
<br /> through 84, Map 51, Block 3 and Map52, Blocks 40 through 60, and more particularly
<br /> described as Parcels 1, 2 and 3 on a plan entitled "Topographic Plan of Land in
<br /> Mashpee, Massachusetts for. Belcher Realty Trust" dated. January 5, 1998, revised
<br /> January 12, 199€?, by Baxter & Nye, Inc., a copy of which is on file in the office of the
<br /> Town Clerk; to raise and appropriate, borrow or transfer from available funds
<br /> $2;700,000 for such purpose, including. expenses incidental and related: thereto,
<br /> and to- raise such appropriation, the Treasurer, with the approval of the
<br /> Selectmen. be authorized to borrow $2,700,000 or any, other sum under and
<br /> pursuant to. Chapter 44, Sections 7. 8(16). and 8C and, if applicable,. Chapter. 4.0,
<br /> Section- 8C of the General Laws, or any other enabling authority, and to issue
<br /> bonds or notes of the Town therefor, provided that this appropriation and
<br /> borrowing authorization shall be-contingent upon the passage in Mashpee of the.
<br /> November, 1998-ballot question regarding Chapter 293 of the Acts of 1998 An-Act
<br /> Relative to the Establishment of the Cape Cod Open Space Land Acquisition
<br /> Program" (the "Land Bank").or of a referendum question excluding the payments.
<br /> of principal and interest on bonds or notes issued hereunder from the provisions

<br /> any other sum under and pursuant to Chapter 44, Sections 7, 8(16) and 8C and, if
<br /> applicable, Chapter 40,. section 8C of the General-laws or any other enabling authority,
<br /> and: to issue bonds or notes of the Town therefor; and further, to see if the Town will
<br /> vote to raise and appropriate or transfer from.available funds.to authorize the Board of
<br /> Selectmen and/or other Town boards or commissions to apply for and accept federal
<br /> and/or state grants- for such purpose- including reimbursement under Chapter 132A,
<br /> 1.
