The Planning Board may grant a reduction in the amount of said open <br /> space to no less than 35% if greater than fifty percent of said open space is to be deeded to the <br /> Town of Mashpee. <br /> D. In addition to the golf course itself, the Planning Board may permit a country club, including <br /> dining, lounge, pro shop, indoor athletic facilities, tennis courts, swimming pools and other <br /> similar facilities normally associated with a golf course and country club, along with necessary <br /> parking areas,signage,maintenance structures and similar facilities. <br /> E. There shall be no residential structures allowed within the site permitted for development under <br /> this section except for one residence for an on-site caretaker. Should other residences be <br /> proposed,they shall be located on a separate parcel or parcels,which may be integrated within the <br /> golf course project boundaries, and be subject to the provisions of this bylaw applicable to <br /> residential developments. <br /> F. No building constructed on the site shall be located within two hundred(200) feet of the exterior <br /> boundary line of the site. <br /> G. Such use is subject to the provisions of Section 174-27, except that the required number of test <br /> wells shall be two (2) per twenty (20) acres of site area unless the Board of Health recommends, <br /> and the Planning Board approves, a reduced number of wells. No runoff from any golf course or <br /> related facilities may be directly discharged into any stream, water body or wetland, including <br /> cranberry bogs and vernal pools. In addition, any application for approval of such use shall <br /> include a Golf Course Management Plan including fertilizer, pesticide and herbicide types and <br /> application rates, groundwater withdrawals for irrigation and other management practices related <br /> to the golf course and associated'facilities and their potential impact on water resources, wildlife <br /> and the health and safety of abutters and of users of the course." <br /> or take any other action relating thereto. <br /> Submitted by the Planning Board <br /> Explanation: The Town currently has no specific regulations regarding the permitting and <br /> development of golf courses,except to indicate that a"country club ... not operated as a business gain" <br /> is allowed by Plan Review or Special Permit in any commercial or residential zone,and that a"country <br /> club" which is "operated as a business for gain" is allowed only in commercial zoning districts. This <br /> bylaw would allow golf courses,whether for profit or not,in any zoning district,and establish a special <br /> permit approval process and regulations specifying required buffer areas from neighboring properties, <br /> water bodies and wetlands, required minimum undisturbed open space and the submission of <br /> information regarding water quality and other potential impacts. <br /> Motion made to dispense with reading of Article. <br /> Motion to dispense with reading of Article passes at 10:16 P.
