Summaries of the articles are as follows:
1. An article submitted by the Board of Selectmen amending the Zoning By-law by
amending the definition of "home occupation" in Section 174-3, amending Subsections
174-25.I(5) and (6) of the Table of Uses to refer to "Permitted Home Occupations" and
"Conditional Home Occupations" and adding a new Section 174-25.1 describing the
regulations applicable to Permitted and Conditional Home Occupations. .
2. An article submitted by the Board of Selectmen amending footnote 14 of the Section
3a 174-31 Land Space Requirements Table to require that a 50 foot buffer area be left in
its natural wooded state at the front of any development in the C-1 and C-2 commercial
zoning districts.
3. An article submitted by the Board of Selectmen renumbering the Subsection 174-5.C.
"IC Overlay District" approved under Article 27 of the October 1999 Annual Town
p Meeting to become subsection 174-5.E.
4. An article submitted by the Board of Selectmen renumbering Subsection 174-79.B(7)
of the Groundwater Protection District by-law to become Subsection 174-79.B(5).
i
5. An article submitted by the Planning Board which would create authority for special
permit modifications. Minor site plan changes could be done at a public meeting but
without advertisement of a public hearing. More significant site plan changes, or
changes to the text of the permit decision would require an advertised public hearing
with notice to all abutters within 300 feet and full conformance with all special permit
approval requirements. For changes involving an increase of 10% or less in building
•` area or the area of land occupied by a particular type of use, the old zoning applicable
to the property when the original permit was approved would continue to apply. For
any larger change, currently applicable zoning standards would have to be met. No
increase in the number of permitted dwelling units or in the rate of development could
be allowed. It would also become possible for additional land to be included in a special
permit, provided that currently applicable zoning would govern any development on the
added land area, and to split a project between sections that would remain unchanged
under the provisions of the zoning applicable at the time the special permit was issued,
and sections that could be extensively modified under currently applicable zoning.
