improvements required to mitigate or accommodate the impacts of the proposed use,housing
<br /> for persons of low or moderate income, open space buffers or screening to mitigate off-site
<br /> impacts,reduced lawn or paving areas,water quality monitoring programs and other measures
<br /> to prevent water quality impacts, water or sewer lines in anticipation of connection to public I
<br /> systems within a reasonable period of time, landscaping, development phasing requirements,
<br /> requirements for surety bonding to insure compliance and completion of proposed
<br /> improvements and other items deemed necessary to protect the public health and safety or
<br /> minimize impacts on community facilities, services and character or on neighboring

<br /> (8) Any special permit hereinafter granted shall lapse within two(2)years from the grant thereof, j
<br /> or within a shorter period of time if specified in the decision of the approval granting
<br /> authority, which shall not include such time required to pursue or await the determination of
<br /> an appeal under MGL C. 40A, §17, if a substantial use thereof has not sooner commenced
<br /> except for good cause or in the case of a permit for construction,if construction has not begun
<br /> buy such date except for good cause.
<br /> D. Any use, whether or not in the same parcel as activities permitted as a matter of right, accessory to
<br /> activities permitted as a matter of right, which activities are necessary in connection with scientific
<br /> research or scientific development or related production, may be permitted upon the issuance of a
<br /> special permit,provided that the Planning Board or Board of Appeals,as applicable,pursuant to the
<br /> provisions of§174-24C or §174-45.1, fmds that the proposed accessory use does not substantially
<br /> derogate from the public good. [Amended 10-1-1990 ATM,Art.4,approved 12-18-19901.
<br /> E. Plan review approvals issued under Subsection B shall not expire until such time as the project is
<br /> altered or, if zoning is changed before a building permit is issued, for one(1) year from the date of
<br /> the zoning change. <
<br /> F. Changes in plans approved under Subsection B may be authorized by the Building Inspector without
<br /> refiling, provided that they do not include a change of use and provided that deviations do not
<br /> include building footprint increases or increases in impervious cover of more than ten percent(10%)
<br /> or one hundred(100)square feet,whichever is less,and provided that,in the opinion of the Building
<br /> Inspector,they are in substantial conformance with the originally approved proposal.
<br /> G. Notwithstanding any other provisions of this chapter, no new school, hospital, theater or place of
<br /> public assembly shall be erected or permitted within the Otis A.N.G.B.Accident Prevention Zone as
<br /> . shown on a map entitled"Otis A.N.G.B.Accident Prevention Zone"and dated.January 1987,which
<br /> map is on file in the office of the Town Clerk and which shall be considered part of this Zoning
<br /> Bylaw. In addition,no portion of any structure located within said zone may exceed thirty-five(35)
<br /> feet in height,measured from the highest natural grade of the site at the foundation line.
<br /> H. In addition to the uses specified in the Table of Use Regulations for I-1 Industrial zones,the
<br /> following additional uses may be allowed,subject to issuance of a special permit by the Planning
<br /> Board,within the IC Overlay District,provided that there shall be no direct driveway access to
<br /> Route 28:
<br /> (1) Those uses listed in the Table of Use Regulations in Subsections B.(7),B.(8),E.(3),E.(7)and
<br /> F•(8);
<br /> (2) Places for retail or wholesale sales of furniture,carpeting,stone and masonry supplies,
<br /> plumbing supplies,doors and windows,lumber,glass and mirrors and electrical supplies(but
<br /> not including televisions and similar electronic products,and not including"home
<br /> improvement"centers or other large retail establishments with over 40,000 square feet of
<br /> gross floor area);
<br /> (3) Automatic teller machines;
