Motion made by George Green.
Motion: I move article 14 be indefinitely postponed until October 20, 2003 Town Meeting.
Amended Motion passes at 9:17 p.m.
Article 15
To see if the Town will vote to amend the Code of the Town of Mashpee by adding the
following Section 40-7.A. to Chapter 40: ,
When a two-thirds vote is required by statute, the moderator may simply declare that the vote
passed by the necessary two-thirds majority in accordance with General Laws Chapter 39,
Section 15. Seven voters can question the moderator's declaration of the vote, or take any other
action relating thereto.
Submitted by the Town Clerk
t
Explanation: Under the current procedure at Town Meeting, votes requiring a two-thirds'
majority must be unanimous if taken as a voice vote. Adoption of this article would allow the
Moderator to declare a two-thirds' majority if the voice vote is clearly sufficient but less than !
unanimous, thereby saving the time needed for a counted vote in situations where the outcome is
self-evident. This change would in no way affect the current right of any seven voters to request
a counted vote, nor would it prevent the Moderator from taking a counted vote when the voice
vote is too close to call.
,i:jiijj•
114
Motion made by John Cahalane. +
h?
Motion: I move Article 15 be voted as printed in the warrant, with the exception of the phrase,
cc !jtt;i.
or take any other action relating thereto". lti'
Motion passes at 9:23 p.m.
i
Article 16
To see if the Town will vote to amend the Code of the Town of Mashpee by deleting Article XVI
of Chapter 5 —Affordable Housing Committee, in its entirety and replacing it with the following:
Article XVI—Affordable Housing Committee
Appointment; Purpose: The Board of Selectmen shall appoint an Affordable Housing
Committee for the purpose of assisting in any future updates to the Affordable Housing element
of the Comprehensive Plan, reviewing and submitting comments on any proposals for affordable
housing projects submitted for approval to the Board of Selectmen under the Local Initiative
Program or the Zoning Board of Appeals under Massachusetts General Laws Chapter 40B,
identifying and facilitating opportunities for increased housing affordability in Mashpee on an
ongoing basis, working with the Planning Department and other agencies to develop a Housing
19
