Explanation: This article authorizes the use of funds to be 100% reimbursed by the <br /> Commonwealth of Massachusetts. These revenues are the apportioned State gas tax back to <br /> the cities and towns. The level of funding of 1998 is anticipated to be the total funds available <br /> to Mashpee in FY 04. <br /> Recommendation: The Finance Committee recommends approval. <br /> Article 8 <br /> To see if the Town will vote to appropriate and transfer from available funds $22,750 to the ! <br /> Waterways Maintenance Account to be used for maintaining Mashpee Waterways as directed by ! <br /> the Board of Selectmen, or take any other action relating thereto. <br /> I <br /> Submitted by the Waterways Commission and Harbormaster <br /> Explanation: This money is needed to perform annual maintenance dredging of the <br /> Popponesset Bay channels. <br /> Recommendation: The Finance Committee recommends approval. <br /> Article 9 <br /> To see if the Town will vote to appropriate $200,000 for the purpose of making loans to <br /> residents of the Town for repairing and/or upgrading residential septic systems pursuant to <br /> agreements between the Board of Health and residential property owners, including all costs <br /> incidental and related thereto, and to determine whether this appropriation shall be raised by <br /> borrowing or otherwise, or to take any other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: The Commonwealth of Massachusetts, through the Water Pollution Abatement <br /> Trust, is providing 0% interest loans to communities to assist homeowners in complying with <br /> Title V. The loans are available to homeowners at 5% interest, to cover any ongoing costs of <br /> the program. Loans must be secured by a betterment assessed by the Town on the properly <br /> being improved by the loan. Communities are expected to identify those areas in Town where <br /> septic upgrades are needed and direct the funds to those priority areas. In order to qualify for i <br /> the loans, town meeting must vote to authorize the Town to borrow funds from the trust.
