t` <br /> Explanation: Due to delays in the preparation.of the Town's Watershed Nitrogen <br /> Management Plan / Effluent Pipeline preliminary Design project, this article seeks to I <br /> reauthorize the remaining funds of approximately $31,623 for the project which was <br /> approved under Article 10 at the October 4, 1999 Annual Town Meeting. <br /> Recommendation: The Finance Committee recommends approval. j <br /> Article 11 <br /> i <br /> To see if the Town will vote to raise and appropriate $10,000 to the Legal and Engineering <br /> Account, or take any other action relating thereto. <br /> Submitted by the Charter Commission <br /> Explanation: This article is necessary to disseminate to the residents of Mashpee the content <br /> of the Preliminary Report of the Charter Commission as required by law and to provide for legal <br /> advice and secretarial services. <br /> Recommendation: The Finance Committee does not recommend approval. <br /> I <br /> Article 12 j <br /> To see if the Town will vote to appropriate and transfer from the Cemetery Reserve Receipt j t <br /> Account $4,300 to the Cemetery Maintenance Account, or take any other action relating <br /> thereto. <br /> I <br /> Submitted by the Cemetery Commission <br /> Explanation: This article proposes to use funds received from the sale of plots at the <br /> cemeteries for operating expenses related to their maintenance. Currently, one half of the <br /> funds received from sales are deposited into the Cemetery Reserve Receipt Account, an <br /> account set up specifically for the collection of fees for maintenance. A similar transfer was <br /> approved at the December 9, 2002 Special Town Meeting for FY03 operating expenses. <br /> Recommendation: The Finance Committee recommends approval. <br /> Article 13 <br /> To see if the Town will vote to petition the General Court for special legislation to reclassify the <br /> Animal Control Officer as a Group 4 member of the Barnstable County Retirement System, or <br /> take any other action relating thereto, � <br /> Submitted by the Police Chief <br /> Explanation: As a part of the negotiations to settle the collective bargaining agreement <br /> between the Town and the MLDC Administrator's Unit, the Board of Selectmen has agreed to <br /> sponsor an article to shift the Animal Control Officer into Group 4 of the retirement system. <br /> This is the group which includes law enforcement officers. <br /> 14 <br />
