Article 15 i <br /> To see if the Town will vote to amend the Code of the Town of Mashpee b adding the <br /> p Y 9 <br /> following Section 40-7.A. to Chapter 40: <br /> When a two-thirds vote is required by statute, the moderator may simply declare that <br /> the vote passed by the necessary two-thirds majority in accordance with General Laws <br /> Chapter 39, Section 15. Seven voters can question the moderator's declaration of the j <br /> vote. <br /> I <br /> or take any other action relating thereto. I <br /> Submitted by the Town Clerk <br /> i <br /> Explanation: Under the current procedure at Town Meeting, votes requiring a two-thirds' <br /> majority must be unanimous if taken as a voice vote. Adoption of this article would allow the <br /> Moderator to declare a two-thirds' majority if the voice vote is clearly sufficient but less than <br /> unanimous, thereby saving the time needed for a counted vote in situations where the outcome <br /> is self-evident. This change would in no way affect the current right of any seven voters to <br /> request a counted vote, nor would it prevent the Moderator from taking a counted vote when <br /> the voice vote is too close to call. <br /> Article 16 <br /> To see if the Town will vote to amend the Code of the Town of Mashpee by deleting Article XVI <br /> of Chapter 5 —Affordable Housing Committee, in its entirety and replacing it with the following: <br /> Article XVI —Affordable Housing Committee <br /> § 5-62. Appointment; Purpose: The Board of Selectmen shall appoint an Affordable <br /> Housing Committee for the purpose of assisting in any future updates to the <br /> Affordable Housing element of the Comprehensive Plan, reviewing and <br /> submitting comments on any proposals for affordable housing projects <br /> submitted for approval to the Board of Selectmen under the Local Initiative <br /> Program or the Zoning Board of Appeals under Massachusetts General Laws <br /> Chapter 40B, identifying and facilitating opportunities for increased housing <br /> affordability in Mashpee on an ongoing basis, working with the Planning <br /> Department and other agencies to develop a Housing Development Action <br /> Plan under the provisions of 760 CMR 46.00 and seeking its approval by the <br /> Board of Selectmen and the Secretary of Massachusetts Department of <br /> Housing & Community Development and maintaining communications with <br /> similar groups in housing organizations. The activities and recommendations <br /> of the Committee shall be consistent with the goals, objectives, policies and <br /> action plan of the Town's adopted Comprehensive Plan. <br /> 17 <br />
