Board of Appeals Minutes - February 14, 1990 Page 7. <br />0 Nicklus (cont.) <br />Anthony Ferragamo, Chairman of the Planning Board, had been outside of <br />the conference room during the Nicklus hearing. He returned to the meeting <br />and asked to address the Board. <br />He asked if the Board had received a memo from the Assistant Town Planner <br />on the Nicklus application. Mr. Halpern replied that the Board had ignored it. <br />Mr. Ferragamo: The Planning Board's opinion was not accurately represented <br />once again. <br />The Planning Board's recommendation to the Zoning Board of <br />Appeals relative to Mr. Nicklus' application was that the <br />Planner's office was to correspond for tonight's hearing and <br />to let them know that although the use of a model home was not <br />considered in the issuance of the original Special Permit, and, <br />as such, we did not appreciate the fact that this was like an <br />add-on permit.... You come in looking for one thing that is <br />permitted and conditioned and then, little by little, you <br />add on and things change. We don't agree with that way of <br />doing things. <br />We also did agree that the relief should be granted because <br />we felt that the construction of the model home would move <br />• the project along and, if the project moved along, ultimately <br />the Town would get the road improvement money and that it was <br />in everybody's best interest to do that. Our concern was <br />that age-old thing, Mike, where you come in, get the permit <br />and then it starts to modify as the years go by. <br />Mr. Makunas: We totally agree with you. Let me explain what we did since <br />you were not here to know how we treated that. We did <br />exactly what you wanted us to do. We are allowing them to <br />build the model home but, in return for that, we have in <br />writing a payment schedule for the $100,000 regardless of <br />whether they sell another home. <br />(Mr. Ferragamo was given a copy of the memo from the Asst. Town Planner). <br />Mr. Ferragamo: That's fine. That's all we wanted to see added. I can't <br />believe that this memorandum doesn't clarify that. <br />Mr. Makunas: I made a comment at a Selectmen's meeting about everybody <br />doing everybody else's job. As an example, the Assistant <br />Town Planner now has become Chairman of the Planning Board. <br />Mr. Ferragamo: Well, maybe or maybe not. What happens is this -- we are <br />paying salaries to people to work on behalf of this community. <br />No members of your Board are paid and no members of my Board <br />are paid. Most people who serve on our Boards have to work <br />every day for a living. <br />
