Board of Appeals August 22, 1990 3 <br />• Patrick Coffey, a member• of the Planning Board, Route 28 <br />Advisory Committee and the Rotary By-pass committee, expressed <br />concern at the site. He discussed the probable widening of <br />Route 28 and said the right -in right -out curb cut would conflict <br />with an adjacent curb cut. He said he would not have concern if <br />the site could work with Donna's Lane access only but did not <br />believe this would be possible. He commented that Route 28 only <br />has a 70 foot layout which is insufficient far• the long range <br />needs in the area. He said it was an issue that the building <br />did not meet the 50 foot buffer• strip r•equir•ement and if built <br />would have a serious detrimental impact. <br />Anthony Ferragamo, Planning Board, discussed the Site Plan <br />Review done by Charles S. Rowley for• the Planning Board. He <br />said the traffic movement on the site caused concern. He <br />questioned if application was properly an expansion of <br />non -conforming use and if a variance on the front set backs was <br />required. He discussed a water• study being conducted by KV <br />Associates for• the Planning Board and said this site is within <br />the contribution area to the Mashpee River• and would produce <br />3,000 gallons of waste water• a day. <br />He suggested that if a Permit were issued the site should <br />be policed hourly for• litter•. He also thought the permit should <br />require recycling efforts and ask McDonald's to help the <br />community with recycling. He suggested permit include <br />• landscaping maintenance and automatic sprinkling. He said that <br />the Design Review Committee has no authority to condition a <br />permit and recommended that Design Review and Board of Appeals <br />should work together• on design conditions. He asked that the <br />plans include a bicycle rack. <br />John Friel questioned the square footage of the lot and Mr. <br />Kirrane replied it was 40,750 sf. Mr•. Friel asked if other• <br />McDonald's were on similar• size lots and Mr•. Holland said his <br />other locations were 40,000 to 60,000 sf and had similar• <br />drive-thru designs. There was discussion of traffic movement tc <br />allow customers to park or to drive thru. Mr•. Ching explained <br />the ordering pr•ocedur•es at the drive-thru allowing for• one <br />window for• order and pay and a second window for pick: -up. <br />Sally Bowe, a member• of the audience, asked who would <br />complete the construction of Donna's Lane beyond McDonalds. Mr. <br />Ching replied that originally the Town was going to do the <br />taking and building of the road. McDonald's have offered the <br />donation of the land, the construction of the roadway to the <br />rear of the McDonald's lot line and a contribution to the <br />traffic lights. <br />Douglas Storrs, r•epr•esenting an abutter, Field's Point Ltd. <br />Partnership, expressed concern if this was the proper use of <br />this site.
