Board of Appeals August 22, 1990 2 <br />Mr. Kirrane said McDonald's plans to remove the present <br />• building and relocate a new building which will comply with the <br />setback of 40' from Donna's Lane. He said they could not comply <br />with the 50' buffer from Route 28 but planned to bring the <br />parking back to 20' in this area. The new use would be for an <br />85 -seat restaurant with drive-thru service. <br />Alison Ludwig, Construction Project Manager for, McDonald's, <br />reviewed the plans showing a curb cut on Route 28 for, right turn <br />in and right turn out only and a curb cut on Donna's Lane for <br />right turn in and left turn out with counter -clockwise <br />circulation on the over-all site plan. The building will be <br />4,100 sf, handicapped accessible and have 42 parking spaces. <br />She discussed suggestions from the Design Review Committee for <br />improving the landscape design and said they would comply with <br />them. <br />She explained that they do not plan to use the on-site well <br />and are preparing well -abandonment specs. An on-site drainage <br />system is planned and the current septic system will be be used. <br />She explained that one of the leaching fields is located on <br />Donna's Lane and they would require an agreement for access to <br />it. The septic tank and grease trap would be relocated and Ms. <br />Ludwig said she would work with the Board of Health to meet <br />their requirements. <br />Mr. Kirrane showed a photo of the McDonald's in Bourne and <br />• said they had planned a similar design for• Mashpee. Due to the <br />objections of the Design Review Committee they have revised the <br />design and changed the roof and removed the light beams. <br />John Holland explained that the McDonald's office has been <br />in Mashpee for• 13 years and that he expects to employ 60 to 75 <br />people for, the new restaurant. <br />Franklin Ching, Traffic Consultant for, McDonald's, <br />presented a summary of a traffic study of the site. He explained <br />that the Route 28 curb cut was placed as fat, from the Donna's <br />Lane and Job's Fishing Road intersection as possible. He <br />discussed the layout for• the proposed taking of Donna's Lane and <br />agreed to provide a right of way. They have agreed to build the <br />road from Route 28 to the rear of the property. Mr. Kirrane <br />stated that McDonald's would pay a proportionate at, fair share <br />of the cost of traffic signals based on trip generation and <br />would expect to be one of many of.the owners of business land to <br />contribute. <br />Ms. Hawver asked for• comments from Town Officials and <br />others at the hearing. Elias A. McQuaid, health agent, said <br />that full engineering plans of the proposed septic system <br />relocation would have to be reviewed by the Board of Health and <br />that McDonald's would have to submit complete restaurant design <br />plans to the Board of Health prior to being issued a food <br />. services establishment permit. <br />
