Board of Appeals Minutes - September 5, 1990 2. <br />• Attorney Robert Mills represented the Trustees Joseph DeMartino <br />and Richard Schudder. He informed the Board that they are proposing to <br />build 23 units of affordable housing on an 11.8 acre site in the John's <br />Pond Estates. He discussed the suitability of'the area and 'said various <br />consultants have been working on the project. E. C. Jordan had been <br />consulted on the groundwater plume from Otis and a 21E test was performed <br />by A.M. Wilson Associates to locate hazardous waste.=::Doyle Associates <br />has conducted well test borings and found that the water is potable at the <br />present time. <br />He said they are proposing ranch structures approximately 1,128 sf. <br />Each house will have Title V septic systems. They are proposing that <br />each unit have its own well. He said that Town Water was coming into the <br />area in the near future and whether they would take advantage of this is <br />not known. <br />Mr. Mills reviewed the house, driveway and landscaping plans. <br />He discussed the 40B application requirements and said that the <br />Trusts were Limited Dividend Organizations since they had applied for <br />H.O.P. funding. He reviewed the zoning by-law variances which would <br />be required: side line variances, frontage variances and a variance on <br />density requirements. <br />Mr. Mills said that the application is for 23 homes but this is not <br />etched in stone. He said there were some difficulties that they have <br />• encountered and they are trying to work through them with the Board of <br />Appeals and the Planning Board. There is a requirement that the developer <br />meet a 15% profit margin and if it is not profitable the State will not <br />finance it. He said they are trying to work with the Board and with <br />the neighborhood to try to reduce the plan by some certain margin but <br />some concessions are needed and they are asking for a variance of a <br />road covenant held by the Planning Board. <br />Judith Barnet, Project Manager, presented the Board with a <br />supplement to the application. She reviewed the statistics on % <br />of affordable housing in Mashpee and discussed the 1990 estimates <br />of 4.59%. She said that the 1980 base was 8.26% but the building of <br />low and moderate housing has not kept pace during the building boom <br />of the 80's. She said that Massachusetts criteria is that any <br />community without 10% in affordable housing has a housing need. <br />Ms. Barnet said that 21 of the homes will sell under $95,000 and <br />2 will be $101,250 and the data base they have on potential applicants <br />for affordable housing contains 200 names. She reviewed projects in <br />other towns. She discussed the claim that the glut of houses on the <br />open market should satisfy the need but said there are few that meet <br />the need priced under $95,000. She said "affordability" is arrived at <br />through a combination of financing and purchase price. Homes under <br />the Homeownership Opportunity Program have their mortgage interest <br />subsidized at 5.5% and the median income requirement is approximately <br />• $33,000. She said that people at this income cannot buy a home on <br />the market requiring a 20% down payment and a 10% montage interest rate. <br />Ms. Barnet discussed typical buyers with incomes from low 20's to <br />mid 30's and presented a list of occupations. <br />
