Board of Appeals Minutes - September 5, 1990 4. <br />• Ed Allard, Housing Specialist with the Cape Cod Commission, <br />stated that the Commission had no regulatory authority over 40B projects <br />but he did want to comment. He said he had reviewed the plans and discussed <br />them with the developer and felt he could support it. <br />He reviewed some of the H.O.P. regulations on resale and said they <br />were designed to keep the housing affordable. He said Town could demand <br />that majority of purchasers be from Mashpee. <br />Mr. Allard said the Cape Cod Commission has not taken a position on <br />this project but that he was commenting as a housing staff person. He <br />said he had concern with all of the houses being of one design but had <br />been informed by Ms. Barnet that there is going to be a mixture of the <br />type of modular homes in this project. <br />Ms. Hawver read a letter from the Planning Board stating that it <br />is impossible for the Planning Board to comment since they do not have <br />a copy of the applicant's listing of specific regulations for which <br />they are seeking exceptions to or waivers of. Ms. Hawver said that <br />the supplement to the Application received tonight would have to be <br />distributed to other Town boards for their comment. <br />Elias McQuaid, Health Agent, asked that the Board of Health memo <br />be read into the minutes, a copy of which.is attached. <br />• Manuel Glickman, a resident of Mashpee, asked if any playground was <br />going to be provided for the children or would they use the streets. <br />Mr. DeMartino said there was a designated recreational area deeded to <br />the Mashpee Land Conservation Trust. <br />Mr. Forde said this land cannot be designated a recreational area <br />since the deeds are held by the Mashpee Land Conservation Trust. <br />Mr. Glickman asked if there were 100 applicants and 50 were from <br />Mashpee and 50 from outside is there any prejudice in the selection of <br />the people. Ms. Barnet replied that Town residents get 60%:of the homes. <br />Frances Olen, resident of Mashpee, asked how owners could maintain <br />their homes and stated Winslow Farms development was not well maintained. <br />David Hardy, a resident of Mashpee, asked if Mr. Allard had been asked <br />to appear at the hearing and did he represent the builder. Mr. Allard replied <br />that he had an interest in 40B housing projects. Selectwoman Carol Jacobson <br />said she had suggested that the applicant contact the Cape Cod Commission. <br />Ms. Hawver announced that the hearing would be continued on October 24. <br />Mr. Hanrahan moved to continue. Ms. Hawver seconded. All agreed. <br />Mr. DeMartino asked for a copy of the correspondence discussed at <br />the hearing. <br />• <br />
