1 <br />i <br />TOWN OF MASHPEE <br />BOARD OF APPEALS <br />Minutes <br />September 25, 1990 <br />The Mashpee Board of Appeals held a meeting on Tuesday, <br />September 25, 1990 at 7:30 p.m. at the Mashpee Town Hall. Board <br />members present and acting throughout were: Cheryl A. Hawver, Chairman; <br />Michael A. Makunas, Vice Chairman; Edward M. Govoni and John J. Friel, <br />Associate Members. Building Inspector Douglas S. Boyd was in attendance. <br />Associate Member B. Thomas Christian was present but did not sit on the <br />McDonald's hearing. <br />Ms. Hawver called the meeting to order at 7:40 p.m. and appointed <br />Edward Govoni as Clerk pro tem. <br />McDonald's Corporation - (Owner of record: Jorlen Corporation - <br />Requests a Special Permit under Sections 174-17, 174-25.E.2 and 174-25.F.7 <br />of the Zoning By-laws for permission to renovate an existing restaurant and <br />lounge to provide for a restaurant with accessory drive-thru service in a <br />C-1 zoning district on property located at 620 Falmouth Road (Route 28) <br />(Map 74, Block 6) Mashpee, MA. (Continued from August 22, 1990). <br />Members present: C. Hawver, M. Makunas, E. Govoni, J. Friel <br />• Ms. Hawver announced that William J. Hanrahan had stepped down <br />from the Board for this application. <br />Attorney Kevin Kirrane represented McDonald's and presented revised <br />plans which eliminated the island at the Route 28 curb cut. He said his <br />client did not dispute Mr. Talanian's claim to ownership of Donna's Lane <br />and McDonald's now proposed to eliminate access to Donna's Lane. He said <br />they would landscape the original access planned and if the road is taken <br />by the Town it could be opened. <br />There was discussion of the access from Route 28 and Mr. Kirrane <br />explained that the State will make the decision on permitted traffic. <br />He said the McDonald's engineers considered that the traffic within <br />the site was adequate. <br />Mr. Govoni read a letter from Fields Point Corporation, a copy of <br />which is attached. <br />Mr. Govoni asked how traffic would be handled without the Donna's <br />Lane access. Franklin Ching, Traffic Consultant for McDonald's, said the <br />State DPW was working on this, particularly on left hand turns. He <br />said that if this was the only access they would try to alleviate the <br />traffic impact with shoulder widenings. <br />• Mr. Friel asked about the queuing of cars within the site which <br />would result from those waiting to make a left turn. Mr. Ching said <br />he was working with the DPW on this and there had been discussion on <br />the widening of the entrance. <br />
