• BOARD OF APPEALS Minutes - May 10, 1989 Page 4. <br />Riverbend - (cont.) <br />There was discussion that the owner could go to the Design Review <br />Committee for sign and landscaping approvals and could appear before the <br />Board of Selectmen for a special permit for a sign on Town property. <br />Mr. Hanrahan reminded the Board that their decision was concerned <br />only with the action of the Building Inspector in issuing a violation <br />notice. <br />Ms. Hawver moved to deny the Petition without prejudice. Mr. Makunas <br />seconded. All agreed. <br />James Kerrigan, Nancy Kerrigan, James Curtis, Jane Curtis - <br />(Advisement from April 12, 1989 meeting) <br />Members sitting: C. Hawver, M. Makunas, R. Halpern <br />Mr. Kerrigan, Ernest Virgilio - Director of Public Works and <br />Douglas Boyd - Building Inspector, had been invited to discuss <br />improvements to Goodspeed Meetinghouse Road. <br />• Mr. Hanrahan announced that the Board had received a report from <br />F. Thomas Fudala, Town Planner. He suggested Board take time to read <br />it. <br />Mr. Halpern commented that he felt uncomfortable making any <br />judgments without more time to study the report. The report had been <br />received at 4 P.M. on May 10, 1989. <br />Mr. Makunas asked if there was any new information to be presented <br />at this hearing without considering Mr. Fudala's report this evening. <br />Mr. Virgilio stated that he was under the impression that the Town <br />owned certain portions of Goodspeed Meetinghouse Road. He has now <br />learned that Town does not own land and he cannot become involved in <br />any construction or improvement. He also said he had received Mr. Fudala's <br />memo and would have no comment on it. <br />He said that he would refer such a plan to the Planning Board or <br />Town Engineer and the only involvement of the DPW would be with curb cuts. <br />Mr. Halpern reviewed the Variance request which was under 7.6. <br />He was of the opinion that Lettie Lane met the requirements of the by-law. <br />Mr. Makunas discussed the earlier hearing when there was discussion of <br />improving and grading Goodspeed Meetinghouse Road. <br />Mr. Kerrigan replied that the road could have been improved for less <br />• than he had anticipated. He had felt road could be improved and said <br />Mr. Virgilio had mentioned that he had seen a plan with a 15' layout of <br />the road. Mr. Virgilio again commented that he would not be involved with <br />.anything that was not Town property. <br />
