I ; <br /> I <br /> i <br /> ! <br /> i <br /> Article 8 6 Capital Improvement Program (CIP) <br /> I <br /> Section 8.6. 1 A committee to be known as the Capital <br /> Program Committee shall be established to <br /> prepare a Capital Improvement Program. <br /> This committee shall perform the duties as <br /> specified in the following sections and <br /> shall consist of the following: <br /> A member of the Board of Selectmen , a <br /> member of the Fiance Committee , and <br /> representatives of all departments, boards, <br /> and committees, having one or more capital <br /> projects within the six years encompassed <br /> by the plan . <br /> I <br /> (Amended at Special Town Meeting, december• <br /> j 2, 1985, approved by Attorney General <br /> iFebruary 11 , 1986) . Article 54. <br /> Section 3.6.2 The committee shall study proposed <br /> capital outlays involving the <br /> acquisition of land or any expenditure <br /> of $10 ,000 having a useful l i fe of <br /> at least three years. All officers, <br /> boards, and committees, including the <br /> selectmen and school committee , shall by <br /> September 1st of each year give to such <br /> committee , on forms prepared by it , <br /> information concerning all projects <br /> anticipated by them, i .e . , involving the <br /> acquisition of land or an expenditure of <br /> $10 ,000 having a useful life of at least <br /> three years. The committee shall consider <br /> the relative need, timing, and cost of <br /> these expenditures and the effect each will <br /> have on the financial position of the Town. <br /> i <br /> Section 3.6.3 The Committee shall prepare an annual <br /> written report containing a capital <br /> improvement program budget of such <br /> outlays for the first year for presentation <br /> to the Finance Committee for inclusion in <br /> its report to the annual town meeting, and <br /> also a capital improvement program for the <br /> following three years for adoption by the <br /> Town at the annual meeting, with <br /> explanation thereof . The Committee may <br /> make such investigations and hold such <br /> hearings as it may deem necessary, but <br /> shall hold at least one public hearing <br /> annually during the committee's <br /> deliberations on capital projects, said <br /> hearing to be held following notice <br /> I <br /> i <br /> I <br /> i <br /> ! j -38- <br /> -- - <br />
