The Board of Selectmen is authorized and empowered to make and adopt such regulations as it may deem reasonable and appropriate to secure the safety of the Participants in the race , motorists using the public ways, and the inhabitants of the Town . e The provisions of this by-law shall not be applicable to any foot race sponsored by the School Committee or the Parks and Recreation Department . i b , Any violation of the provisions of this subsection shall be punished by a fine of not more than $100 (one hundred 9 dollars) . (Amended at Town Meeting May G, 1985, Approved by Attorney General September 23, 1985) . Section 4.5. 14 Leashing and Restraint of Dogs a. No person owning or keeping a dog in the Town of Mashpee shal permit such dog to be kept at large in the Town of Mashpee other than on the premises of the owner or keeper , except if it be on the premises of another person with knowledge and permission of such other person . Such owner or of - r kee e p � dog ; in the Town of Mashpee , which is not on the premises of the owner or upon the premises of another person tAli th the knowledge and permission of such person shall restrain such dog. b. In any prosecution hereunder , the s presence of such dog at large upon premises other than the premises of the owner or keeper of such dog shall be prima facie evidence that such knowledge and permission was not had. C . Any dog found to be at large in violation of this article shall be caught and confined by the Animal Control Officer who shall notify forthwith the licensed owner or keeper r of said dog giving the owner or keeper a period of ten ( 10) days within which to recover the dog. Return of the dog to the licensed owner or keeper shall be dependant upon admission of -61-
