i <br /> Section 2. 13.2 Consultation With Town Counsel . All <br /> departments are authorized and <br /> empowered to consult Town Counsel at <br /> any time in connection with their• <br /> duties, subject to the provisions <br /> of Section 2.4.5 of this by-law. <br /> Section 2. 13.3 Indebtedness to the Town .
