i Section 2. 13.2 Consultation With Town Counsel . All departments are authorized and empowered to consult Town Counsel at any time in connection with their• duties, subject to the provisions of Section 2.4.5 of this by-law. Section 2. 13.3 Indebtedness to the Town . Any persons I indebted to the Town for taxes or otherwise shall have such debt deducted before payment by the Treasurer from any sum due him from the town for work on roads or for any other service performed, except as otherwise prohibited by law. Section 2. 13.4 Term of Appointments All appointments made by the Selectmen shall be for one-year terms expiring on June 30th in each year , unless otherwise specified in this by-law or in the General Laws of the Commonwealth . Section 2. 13.5 Members appointed to a board, committee , ar• � commission , wherein the term of office is not to statutorily designated by the General Laws of the Commonwealth shall be subject to removal from office by the Board of Selectmen if the member is absent I without just cause from three or more successive meetings and a majority of the j other members of the board, committee or• + commission votes to request the Board of I' Selectmen to remove such absenting member ! and after a public hearing is held by the Board of Selectmen , and a unanimous vote is taken to remove the member . {Amended at Annual Town Meeting May 2, 1983 and approved by Attorney General October ! : I 12, 1983. ) i Article 2. 14 Board of Water• Commissioners } Section 2. 14. 1 Membership The Board of Water Commissioners shall consist of three voters j of the Town to be chosen by ballot a beginning with the Annual Election of May, 1987, under the provisions of Massachusetts General Laws, Chapter• 41 , Section 49A provided that at the 1987 election , members s of the Board - Water Commissioners shall bes elected, one for a term of three years, one for a term of two Years, and one for a term of one Year ; subsequent annual j 1 i -25-
