Section 2. 14.2 Chairman The Board of Water Commissioners shall annually, in May, elect one of its members as Chairman of the Board. ! Section 2. 14.3 Clerk/Secretary The Board shall appoint one of its members as Clerk/Secretary .of the Board, who shall keep an accurate record of the meetings, votes, orders, and doings of the Board. i Section 2. 14.4 Powers and Duties The Board of Water Commissioners shall have the duties and powers granted to it by the Massachusetts General Laws and those voted by the Town Meetings. (Amended at Special Town Meeting, May 6, 1986, approved by Attorney General June 12, 1986) . Article 2. 15 Executive Secretary i Section 2. 15. 1 Appointment , Term of Office , Qualification : (a) The Board of Selectmen by affirmative vote of a majority of the members shall appoint an executive secretary to serve a ! term from one to three years. (b) Qualifications i The executive secretary shall be appointed solely on the basis of his executive and administrative qualifications. He shall be a person especially fitted by education , training, and experience in business or public administration to perform the duties j of the office . The Board of Selectmen shall annually provide for a review of the job performance of the executive secretary which shall , at least in summary form, be a. pubic record. executive secretary The exe �y shall devote his full time to duties of his office and shall not hold any other public office , elective or appointive , nor shall he engage in any other business, occupation , or profession during his term, unless such activity is approved, in advance , in writing, by the Board of Selectmen .
