Section 2. 15.2 Powers and Duties The executive secretary shall be the chief administrative officer of the town and ' shall be responsible to the Board of Selectmen for the proper administration of all town affairs placed under his charge . The powers and duties of the executive secretary shall include , but are not limited to the following: i (a) He shall supervisse , direct and be 1 responsible for the efficient administration of all functions placed under his adminisstration by by-law, by town meeting vote , by vote of the Board of Selectmen , or otherwise . (b) He shall coordinate the activities of all town agencies under his control with those under the control of officers or multiple member bodies who are elected directly by the voters of Mashpee . j (c) He shall attend all regular and special meetings of the Board of Selectmen , unless excused, and shall have a voice , but no i vote , in all of its proceedings. 9 � (d) He shall attend all annual and special town meetings and shall answer all questions i addrsessed to him related to warrant 1 j articles and which are related to matters under his general supervision . i (e) He shall assure that all provisions of state laws, the by-laws and other votes of the town meeting, votes of the Board of Selectmen and other town agencies that require enforcement by him or by officers i E and employees subject to his general E j supervision are faithfully executed and 4 carried out . (f) He shall be the financial coordinator , including supervision of the budget I preparation by all town departments and submission of the annual operating budget E to the Finance Committee .
