CHAPTER 3 TOWN GOVERNMENT OPERATION 1 Article 3. 1 Town Contracts Section 3. 1 . 1 Public Bid. All contracts for the purchase of equipment , supplies or materials, the actual or estimated cost of which amounts to $4,000 or more , shall be awarded in conformity with the provisions of Chapter 40 , Section 4G of the General j Laws. (Amended at Annual Town Meeting May 7, 1984 and approved by the Attorney General September 17, 1984. ) Section 3. 1 .2 Expenditures. All purchases of equipment , supplies, and materials the estimated value of which amounts to $300 or more , shall be submitted to the Board of Selectmen or its designee by the head of the department far approval prior or tc execution of the purchase agreement . f (Amended at Annual Town Meeting May 7, 1984 and approved by the Attorney General September 17, 1984. ) Section 3. 1 .3 Awarding of Contracts. On all contracts for which advertisement is required i pursuant to Section 3. 1 . 1 the award shall be made to the lowest responsible bidder . In making the award, preference shall be given to any bidder who is a resident of or who maintains a - business in the Tonin of Mashpee but only insofar as the same does not represent a substantial financial loss to the Town . (Amended at Annual Town Meeting May 7, 1984 and approved by Attorney General September 17, 1984. ) Section 3. 1 .4 Bid Openings. All bids for advertised contracts of the Town shall be returnable at the Selectmen's Office on a specific date and hour and shall be publicly opened and read by one of the Selectmen at that time , or- by a designee of the Board of Selectmen at that time . I j Section 3. 1 .5Collective Purchasing The provisions of 3. 1 . 1 , 3. 1 .3, and 3. 1 .4 shall be deemed j to have been complied with on all purchases made through the State Purchasing Agent or the County Purchasing Agent .
