Selectmen shall proceed to layout the way and upon completion of the layout shall cause an appropriate Article to be inserted in the next Annual Town Meeting for action . Upon approval of the Article by the voters at the Town Meeting, the proposed work to construct , reconstruct , or repair the private way, shall be put out to ` public bid and within six months following completion of the work , the total cost shall be apportioned by the Selectmen with the assistance of the Town Engineer and the Board of Assessors, to the owners of the land abutting the way and to any other owners of land deemed to be benefited, and betterments shall be assessed to them in accordance with the provisions of the General Laws of the Commonwealth � for assessing betterments.
