I <br /> l <br /> private ways in the Town for Consideration <br /> for conversion to public ways. This review <br /> by the Board of Selectmen shall be <br /> l <br /> concluded by March 1 of each year . The <br /> Director of the Department of Public Works <br /> shall assist the Board of Selectmen in the <br /> review and shall make recommendations. <br /> b. The Board of Selectmen shall establish <br /> a priority list of private roads most <br /> after the completion of the annual review. <br /> c . The Board of Selectmen shall submit to <br /> the Annual Town Meeting or to any Special <br /> Town Meeting an article or articles seeking <br /> appropriation of funds and authorization to <br /> perform necessary engineering and legal <br /> work for the purpose of preparing an <br /> article for subsequent Town Meeting action <br /> to acquire the private road by eminent <br />{ domain , purchase or gift . <br /> d. The Board of Selectmen shall , after <br /> receipting Town Meeting authorization to <br /> perform engineering and legal work , <br />' cause an article to be inserted in the <br /> Annual Town Meeting Warrant seeking <br /> permission to acquire the fee ownership , or <br /> an easement in the private road, by <br /> exercise of eminent domain or by deed or <br /> gift , and shall request authority to assess <br /> betterments pursuant to Chapter 80 of the <br /> General Laws and any other applicable <br /> authority, to secure payment for the <br /> cost of the acquisition of the publ i c <br /> ownership or easement and any improvements <br /> made to the road.
