regulatory powers under the regulations in effect <br /> at the time of resubmission . <br /> The developer may also apply to the Planning Board <br /> for a one year extension on the two year expiration <br /> date for any element of the OSID, and the Board may <br /> grant such request after a properly advertised <br /> public hearing if it determines that there is a <br /> reasonable justification for the extension , that <br /> the developer is acting in good faith regarding the <br /> provisions of the OSID special permit , and that <br /> there will be no adverse impact on the public <br /> health , safety and welfare or on the Town ' s <br /> environment and natural resources . No more than <br /> two (2 ) such extensions may be granted by the Board <br /> for any element of the OSID. Failure to complete <br /> such element after the expiration of the second <br /> extension shall cause the OSID special permit to <br /> become void as noted above . <br /> 9.3.7 APPLICATION AND REVIEW PROCEDURES FOR OSID - Any <br /> Open Space Incentive Development shall be reviewed <br /> in conformance with the following procedures . In <br /> general , the basic OSID master plan regarding <br /> bonuses , site plan , roads , open space areas and <br /> phasing , along with any preliminary or definitive <br /> subdivision plans , shall be the responsibility of <br /> the Planning Board . Design and specific layout of <br /> the structures and other detail elements within the <br /> overall master site plan shall require review and <br /> approval by the Design Review Committee and the <br /> Planning Board . Revisions of approved elements of <br /> the OSID shall require approval by the Board or <br /> committee which issued the original approval , <br /> following the same review and hearing procedures . <br /> 9 . 3 . 7 . 1 Pre-Application Conferences - Prior to <br /> the submission of a formal application for a <br /> special permit to develop an Open Space Incentive <br /> Development , the applicant shall confer at a public <br /> meeting with the Planning Board , Conservation <br /> Commission , Design Review Committee and Board of <br /> Health to obtain information and guidance before <br /> entering into binding commitments or incurring <br /> substantial expense in the preparation of detailed <br /> plans , surveys and other data , to present to each <br /> board a preliminary master plan of the development <br /> and to allow each board to make comments on the <br /> proposal in order to minimize potential problems at <br /> lat.er stages of the application process . In <br /> addition to such pre-application conference , the <br /> applicant should arrange for site visits by members <br /> of each board . <br /> 9 - 15 <br />
