The manufacture of bituminous concrete and the manu- ' <br /> t <br /> facture of concrete are not permitted under the zoning by-law in a ' <br /> Commercial C-2 zoning district, property located in a Commercial <br /> C-2 zoning district may not be used for access roadways for a manu- <br /> facturing activity being carried on in an adjacent industrial zon- I <br /> ing district.
