The Board of Appeals sustained the decision of the <br /> Building Inspector , filed it with the town clerk on April 12 , <br /> 1973, and the petitioner appealed to this court by way of a <br /> bill in equity , pursuant to G.L. c. 40A §21. <br /> 23 . Prior to the issuance of the special- permit -in 1964, <br /> Popponesset Inn with its cottages was already in existence. <br /> Three nines of the golf course were completed. In addition, <br /> preliminary engineering work was begun including test wells <br /> being driven and laying out of roads . The first water distri- <br /> bution system had been installed with a well in the Bright Coves <br /> area; bridle paths had been brushed out in. the High Wood area, <br /> and a stable and small riding rink next to it had been constructed <br /> there. Two tennis courts next to what became the marina were also <br /> there, and three model houses in the High Wood section had been <br /> built. <br /> 24. The fourth nine of the golf course was begun in March, <br /> 1964 after the granting of the special permit . In the summer of <br /> 1964, construction was begun on the golf clubhouse. Soundings were . <br /> made in Waquoit Bay to test the feasibility of various development <br /> schemes for a marina in Waquoit Bay. Construction of the marina <br /> was begun in April 1964, the first phase of which was completed at <br /> the end of May, 1964. Portions of the villages of Greensward East, <br /> Summer Sea, the Troon Section and Triton Sound were subdivided. <br /> Nine of the lots involved lacked the required width or frontage <br /> t <br /> under the zoning by-law and were developed by virtue of the 1964 <br /> special permit under the cluster zoning principle.
