30. The petitioner has continued to make improvements <br /> on the tract involving large expenditures , including renovation <br /> of Popponesset Inn beginning in the fall of 1970. <br /> 31. Work continued in the spring of 1971 , with the con- <br /> struction by petitioner of modular cottages on Stendahl Place, <br /> and construction of tennis courts in the mall section. <br /> 32. Subdivisions continued at the end of Gleneagle Drive, <br /> again making use of the cluster zoning concept . In 1972 , there <br /> was subdivision in the High Wood section including Morgan Circle , <br /> Paddock Circle and Hunt Circle. In all of these subdivision, <br /> utilities were installed and coater mains extended to the new areas. <br /> 33. Work on the tract in question has continued right up <br /> to the present including the expansion of the marina in December, <br /> 1972, construction of a beach club in 1973, and other engineering <br /> work, amounting to substantial expenditures and improvements on <br /> the tract in question. <br /> -9- <br />
